Liliana Hernandez is a seasoned Economist & MBA with more than 22 years of experience in project management, finance, budget analysis, high level business operations and risk management. She has ensured optimal management of financial resources, control of major annual budgets, and ensured the timely and efficient operations of important administrative and financial departments. She has managed many complex projects throughout the health and aviation industry, to include critical tasks such as: budget projections, analysis of financial deviations, inventory management, maintenance, programming and customer services management. Liliana is a key player and part of the Centerline executive business team.
Rex Madden is an innovative leader offering over 35 years of international and domestic experience in International and Domestic Aerospace, Government & Defense, Construction, Logistics and Base Maintenance. He is an expert in Financial Reporting, Accounting Operations, Process Improvement, Compliance, Proposal Management & Preparation, Contract & Subcontract Administration, and Auditing. Rex is an accomplished professional in the areas of international compliance, financial management, marketing, and contract administration in support of complex base maintenance, construction, logistics, drug eradication, aviation and training programs with extensive experience providing guidance and operating within stringent regulatory requirements (Foreign Military Sales, Federal Acquisition Regulations ,Security Exchange Commission), austere environments, and challenging locations which require a unique sensitivity to local cultures. He currently supports Centerline with preparing price proposals, contracts management and strategic initiatives with the United States Government and other U.S. prime contractors.
As an Aviation Logistician, Luis Garcia has over 20 years of experience, 14 of these years as Logistics Supervisor in DynCorp – Colombia and DynCorp Afghanistan and 7 years as LATAM International Logistics Manager for Centerline Services LLC. He has extensive knowledge in receiving, dispatching, shipping, re-exportation and importation of aircraft parts (S-61, UH-1H series, C-130, Cessna, Casa 212, Caravan, T-65, AT-802, C-27, OV-10, UH-1N, Black Hawk,
C-130, Beechcraft UH-1II, UH-1H, DC-3, B-1900,GAU 17, M16, M4 and FLIR) inventory control, property book administrator, data base administrator (FEDLOG and AWIS), warehouse supervisor, training, forklift instructor, Site Survey and pre-deploy evaluator, purchasing agent duties, TBO projection, ASL controller, ITAR, MSDS, FAA and OSHA regulations, interpreter of different types of aircraft technical orders.
Kenneth Plotkin has a background in Business Administration, Organizational Psychology, and Project Management. He has been working in the aviation and defense sectors since 2005 where he spent 19 months in Afghanistan in support of INL U.S. Department of State Air Wing program with DynCorp International LLC, as the Program Manager’s Assistant. After his overseas tour, he was transferred back to Patrick Support Division with the same program, where he worked for the Program Management Office as an HR Generalist in support of approximately 1,500 employees in countries such as: Afghanistan, Pakistan, Iraq, Colombia, Peru, Bolivia, and Guatemala. In 2010, he became Director of Human Resources for the “Mega” Afghanistan Aviation Program, where his team provided HR and Administrative oversight for the performance and management of all US Government airlift support contracts for the U.S. Transportation Command, U.S. Army Corp of Engineers, and CNPTO Department of Defense, accounting for over $200M in corporate gross revenue. Parallel to these endeavors, Kenneth Plotkin, created Centerline in 2009, initially as a Cargo and Courier Company. Since 2013, Centerline Services has been supporting both the Bolivian and Brazilian Airforce’s aircraft maintenance contracts with program management, recruiting of key personnel, and supply chain management, generating over US$20 Million in gross revenue.
Luis was also Logistics Manager for 2 years in Afghanistan in charge of a fleet of 12 aircraft assigned to the U.S. Counter Narcotics Programs, providing transportation to the American Embassy personnel as well as other US National contractors. DoS (Department of State) assets valued at $20 million USD, were under Luis Garcia’s control and supervision, where he provided monthly accuracy reports to upper Management at Patrick Airforce Support Division, located in Melbourne, Florida.
Recently, Centerline has also been awarded procure and deliver contracts for parts and component supply for the Colombian Airforce and Colombian National Police. Kenneth also led Centerline’s effort in order to obtain the company’s section 8(a) minority small business certification, which was issued in September of 2016, and since this certification, Centerline has initiated business with the U.S. Navy, U.S. Department of Defense, AAR Government Services with U.S. Department of States, as well as with Miami Dade County Aviation Police Department. Currently, Kenneth continues to lead Centerline by developing mid and long-term business strategies in order to guide the company’s continued growth with existing and new customers throughout the logistics and aviation industry.
